KALABO COUNCIL UNVEILS K142M BUDGET FOR 2025 AT NATIONAL HEARINGS

Kalabo Town Council has officially presented its recently adopted 2025 Output-Based Budget, amounting to K141,998,326.00 during the 2025 National Budget Hearing Meetings held on 9-13 December, 2024 in Chongwe District.
Presenting the budget estimates, Director of Finance, Collins Sililo, stated that the ambitious budget marks a 68% increase from the 2024 allocation of K96 million and highlights the government’s ongoing commitment to decentralization and inclusive socio-economic growth under the Eighth National Development Plan (8NDP).
Mr. Sililo explained that K142m budget focuses on four key pillars: Economic Transformation and Job Creation, Human and Social Development, Environmental Sustainability, and Good Governance.
He attributed the increased budget allocation is to several factors, including a rise in Constituency Development Fund (CDF) from K61.2 million in 2024 to K72 million for the district’s two constituencies, Liuwa and Kalabo Central; introduction of the Cash for Work program with an allocation of K37 million; devolved functions grants totaling K9.6 million, covering newly devolved sectors like District Fisheries, Livestock, Community Development, Social Welfare, and Agriculture Services; the World Bank grant of K2.7 million under Zambia Devolution Support Program (ZDSP); Local Government Equalization Fund (LGEF) allocation of K16.5 million; and, Locally Generated Revenue estimated at K3.7 million.
Mr. Sililo made the presentation to a delegation of over 240 people including officials from various key line Ministries, 4 Provincial Local Government Officers from Western, Central, North Western and Southern, management officials from 21 selected local authorities from Western, Central and Southern Provinces including Council Principal Officers, Directors of Finance, Directors of Planning, Directors of Engineering, Directors of Health, Legal Advocates, District Veterinary Officers, District Social Welfare Officers, Social Economic Planners, Senior Procurement and Supplies Officers, and Public Relations Officers.
The 2025 National Budget Hearings offered Kalabo Town Council a platform to engage with key stakeholders, align the district’s budget priorities with national development objectives, address budgetary challenges, and explore innovative approaches to implementing development projects while securing essential resources for effective service delivery.
