SPECIAL COUNCIL ADOPTS 2025 KALABO BUDGET WORTH K142M

Kalabo Town Council has adopted the 2025 Output-Based Budget, amounting to K141,998,326.00 during a Special Council Meeting held on Friday, 6th December 2024. This represents a remarkable 68% increase compared to the 2024 budget of K96 million.
The 2025 budget reflects the government’s commitment to decentralization and inclusive socio-economic development, aligned with the goals of the Eighth National Development Plan. It focuses on four key pillars: Economic Transformation and Job Creation, Human and Social Development, Environmental Sustainability, and Good Governance.
The increased budget allocation is attributed to several factors, including a rise in Constituency Development Fund (CDF) from K61.2 million in 2024 to K72 million for the district’s two constituencies, Liuwa and Kalabo Central; introduction of the Cash for Work program with an allocation of K37 million; devolved functions grants totaling K9.6 million, covering newly devolved sectors like District Fisheries, Livestock, Community Development, Social Welfare, and Agriculture Services; the World Bank grant of K2.7 million under Zambia Devolution Support Program (ZDSP); Local Government Equalization Fund (LGEF) allocation of K16.5 million; and, Locally Generated Revenue estimated at K3.7 million.
In his budget presentation to the Council, the Ng’uma Ward Councilor, Arnold Liswaniso, who is also the Chairperson of the Finance, Human Resources, and General Purposes Committee emphasized that the budget represents a blueprint for advancing Kalabo’s socio-economic development and improving the lives of the people, particularly the vulnerable.
In his communication, the Council Chairperson, David Nyundu, implored the Councilors, management and stakeholders to support the 2025 Kalabo Town Council (KTC) Budget.
“This budget serves as the financial blueprint for our development plans, aligning with the vision of the new dawn government to uplift the lives of our citizens. Let us all support it.”
The Council Chairperson commended his management for upholding the principles of transparency and stakeholder inclusion by involving the public in the 2025 budget process.
“Through notices and stakeholders’ budget consultative meetings, our citizens had the opportunity to contribute ideas and priorities, ensuring that the budget reflects their aspirations.”
Director Finance, Collins Sililo, stated during the meeting that the Council is committed to utilizing this budget to deliver tangible development projects and services to the district.
“We extend our gratitude to all stakeholders, including Honorable Councillors, management, and partners, for their support and collaboration in this process.”
